The spiritual qualification of "full of the Spirit" is this---
"those who have so fully given themselves to following Christ
that God's saving, sanctifying, and edifying grace
is clearly and continuously manifest in their lives."
And the final qualification: Wisdom.
"Moral, spiritual, practical ... the hallmarks."
